City income tax: 2.5%

Under Toledo Municipal Code 1905.011 the rate is 2.5%, applying to residents and to non-residents 18 or older working in Toledo. The City administers it through its own Division of Taxation.

Employer withholding schedule

Employers withhold and remit monthly if they withheld more than $2,399 in the prior year or $200 or more in any month; otherwise quarterly, due April 30, July 31, October 31 and January 31.

The net-profit return

Businesses file a municipal net-profit return; partnerships and corporations can file through the Ohio Business Gateway, and business filers must have 90% of the tax paid by December 15.

Contractors register first

All contractors must register with the City’s Income Tax Division, with a $250 tax deposit, before performing work in the city.

Lucas County’s combined rate is 7.75% — 5.75% state, 1.50% county, 0.50% transit — on the Ohio Department of Taxation’s rate map for October 2026. The Port Authority describes the Port of Toledo as over 1,000 acres with 13 terminal operators along the Maumee River.
